Penn Medicine Partnership Plans 18+ Surgery Centers

Penn Medicine is partnering with Independence Blue Cross and Regent Surgical to expand outpatient healthcare across the region. The organizations plan to establish at least 18 ambulatory surgery centers across Pennsylvania, New Jersey, and Delaware. Specific locations have not yet been announced.

However, the planned expansion could create significant demand for specialized healthcare real estate throughout the tri-state region. The partners will form a new company to develop and operate the surgery centers. Penn Medicine will contribute its clinical expertise and physician network.

Meanwhile, Independence Blue Cross brings experience focused on healthcare access and affordability. Regent Surgical specializes in developing and operating ambulatory surgery centers nationwide.

The expansion comes as healthcare systems increasingly move procedures away from traditional hospital settings. Advances in medicine and technology now allow more surgeries to occur without overnight hospital stays. As a result, ambulatory surgery centers continue becoming an important component of healthcare delivery.

Outpatient surgical volumes are projected to grow significantly through 2035. Cost differences are also helping drive the shift toward outpatient care. Medicare payment rates for many ambulatory surgery center services are substantially lower than hospital outpatient department rates.

For commercial real estate, that transition can create new demand for specialized medical properties. Ambulatory surgery centers require layouts, infrastructure, accessibility, and building systems designed for clinical operations. Consequently, suitable existing properties can be difficult to find in competitive healthcare markets.

The planned centers also complement Penn Medicine’s broader ambulatory expansion strategy. Penn is already developing a $270 million healthcare facility in Montgomeryville scheduled to open next year. Furthermore, the 18 planned locations could expand Penn Medicine’s reach across suburban communities throughout the region.

For medical office owners and developers, the partnership highlights continued investment in outpatient healthcare delivery. As care moves closer to where patients live, specialized medical real estate could play an increasingly important role.
